We can talk about\u00a0<em>male<\/em>\u00a0violence but the murder of Sarah Everard is also\u00a0<em>state<\/em>\u00a0violence and needs to be seen in both contexts.<\/p>\n<p>A few things stem from the horrific trauma of Everard\u2019s murder. Men have been rightly called to speak out and to act in the aftermath of the disgusting events but institutionally the police seem immune from any action, insulated from any real change and spewing out ridiculous statements while their leader remains in post.<\/p>\n<p>The idea that it\u2019s the responsibility of women to make sure they are safe is incomprehensibly stupid. Among the ideas being put forward are that women should \u201crun\u201d;\u00a0 or that they should \u201c<a href=\"https:\/\/www.lbc.co.uk\/radio\/presenters\/james-obrien\/sarah-everard-wayne-couzens-undercover-police-warrant\/\">call the police if the police make you feel unsafe\u201d<\/a>; or\u00a0<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/met-police-sarah-everard-couzens-b1930331.html?utm_content=Echobox&amp;utm_medium=Social&amp;utm_source=Twitter#Echobox=1633068618\">\u201cwave a bus down\u201d.\u00a0<\/a><\/p>\n<p>The impression given of Cressida Dick remaining in her post after the litany of disgraceful operational failures she\u2019s presided over adds to the vision of Britain as a country where nothing matters, where the powerful act with complete impunity, and absolutely no behaviour has any consequences.<\/p>\n<p>This Thursday also saw the Investigatory Powers Tribunal (IPT) ruling on Kate Wilson versus the Commissioner of Police of the Metropolis. The three judges who made the ruling found in her favour and lambasted the police for co-ordinating undercover policing that grossly violated her human rights, who was deceived into a long-term intimate relationship by an undercover officer. The spycops scandal \u2013 in which secret police infiltrate protest groups and form sexual relationships with women (often for years) has barely begun.<\/p>\n<p>Mark Kennedy \u2013 the officer at the heart of this particular case \u2013 was just one of 139 undercover police officers who have spied on more than 1,000 political groups since 1968.<\/p>\n<p><a href=\"https:\/\/www.ipt-uk.com\/judgments.asp?id=61\">In their 158-page ruling<\/a>, the IPT\u00a0 said the senior officers appeared to have a policy of \u201cdon\u2019t ask, don\u2019t tell\u201d towards their spies who were deceiving women into sexual relationships. They said the managers probably had \u201ca lack of interest\u201d in protecting women\u2019s human rights.<\/p>\n<p><a href=\"http:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2021\/10\/Police-launch-urgent-review-after-exposing-a-woman039s-underwear-at.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-19590\" src=\"http:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2021\/10\/Police-launch-urgent-review-after-exposing-a-woman039s-underwear-at-300x224.jpg\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2021\/10\/Police-launch-urgent-review-after-exposing-a-woman039s-underwear-at-300x224.jpg 300w, https:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2021\/10\/Police-launch-urgent-review-after-exposing-a-woman039s-underwear-at.jpg 634w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>After the ruling, Wilson said: \u201cThe events in my case happened years ago. However, the failure of the police to protect women from sexual predators within their own ranks, and police attempts to criminalise protesters are both still very live issues today. The tribunal has gone some way towards recognising how deep the abuses run.\u201d<\/p>\n<p>The police have persistently claimed that their undercover officers were not allowed to form sexual relationships with women they were spying on. The IPT tribunal ruled that this claim was \u201cmaterially undermined by the sheer frequency with which Kennedy (and other undercover officers ) did conduct sexual relationships without either questions being asked or action being taken by senior officers.<\/p>\n<p>The issue is not confined to England and Wales as Bella has consistently pointed out. The cases of Andrea and Tilly Gifford are just two. As Andrea has written the\u00a0<a href=\"https:\/\/policespiesoutoflives.org.uk\/exposing-the-extent-of-undercover-policing-in-scotland-andrea-renews-the-call-for-a-public-inquiry\/\">need for a public inquiry<\/a>\u00a0is vital:<\/p>\n<p>\u201cThe undercover policing scandal has been unfolding since 2010. As victims of political policing in Scotland, we seek the truth as to why we were spied upon and why our lives were so cruelly disrupted. We have asked for an independent public inquiry, in line with England and Wales, but the Scottish Government has repeatedly refused. Michael Matheson, then Justice Minister, commissioned the police to write their own report in 2016. This was co-authored by none other than Stephen Whitelock, lead inspector at Her Majesty\u2019s Inspectorate of Constabulary in Scotland (HMICS). Unsurprisingly, the report concluded that there was \u2018no evidence\u2019 of police infiltrating campaign groups in Scotland.\u201d<\/p>\n<p>\u201cYet just this last month, we discovered that Scottish undercover officers, under Whitelock\u2019s governance, incinerated \u2018secret and highly sensitive files\u2019 in a car park (Sunday Post 10 February 2019). This is disgraceful and corrupt, but as victims of undercover policing abuses we are not surprised.\u201d<\/p>\n<p>\u201cIn 2016, when it was announced that HMICS would conduct the review into undercover policing in Scotland, we warned that the report would be tainted by lack of impartiality. This is precisely what has happened. The HMICS review must now be considered seriously compromised. Inviting the police to investigate their own malpractice is farcical. The report only references operations from the year 2000, but we know that these secret undercover units have been operational since 1968. Finally, due to Whitelock\u2019s central involvement in this damning case, and with his judgment, decision-making and treatment of the police whistleblower being seriously called into question, it is absolutely clear that his report is tainted by connection and corruption.\u201d<\/p>\n<p><a href=\"http:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2021\/10\/Screenshot487.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-19591\" src=\"http:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2021\/10\/Screenshot487-300x173.png\" alt=\"\" width=\"300\" height=\"173\" srcset=\"https:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2021\/10\/Screenshot487-300x173.png 300w, https:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2021\/10\/Screenshot487.png 425w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Couzens disgusting deeds happen within the context of an institution that has spent decades sanctioning police to have sex with peaceful activists, a conduct that is politically condoned because it was overwhelmingly directed at\u00a0<a href=\"https:\/\/www.theguardian.com\/uk-news\/ng-interactive\/2018\/oct\/15\/uk-political-groups-spied-on-undercover-police-list\">the left.<\/a>\u00a0The police are political. Police violence is gendered.<\/p>\n<p>It\u2019s no surprise that a culture existed (and exists no doubt) in which\u00a0Couzens\u00a0<a href=\"https:\/\/shared-prod-upday.yana.asideas.de\/index.html?streamType=breaking&amp;edition=en&amp;teaserId=de13848a-3097-4009-b3b6-de639bc444d3&amp;articleUrl=https:\/\/metro.co.uk\/2021\/10\/01\/sarah-everard-murder-wayne-couzens-sent-racist-whatsapp-messages-to-fellow-cops-15346285\/amp\/?ito%3Dupday\">shared misogynistic, racist, and homophobic messages<\/a>\u00a0with fellow police officers in a WhatsApp group.<\/p>\n<p>Women\u2019s faith in the police has been completely broken and the response is pathetically inadequate. Many many groups in society have learned to distrust the police for years. Now the appalling conduct of Couzens is met by police denial. Here a senior police officer is trying to claim that a serving police officer who \u2018arrested\u2019 his victim shouldn\u2019t be thought of as a police officer.
