It includes the articles\u00a0the\u00a0following articles:<\/p>\n<ol>\n<li>What happens\u00a0after September 18th<\/li>\n<li>Support the struggle for real self-determination in a Scottish democratic, secular and social republic<\/li>\n<li>Winning internationalist allies in Ireland<\/li>\n<\/ol>\n<hr \/>\n<p>Edinburgh RIC branch proposals to RIC National Forum in the event of a &#8216;Yes&#8217; vote on September 18th are appended after the RCN bulletin.<\/p>\n<hr \/>\n<h2>1. WHAT HAPPENS AFTER SEPTEMBER 18th?<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-7235\" src=\"http:\/\/republicancommunist.org\/blog\/wp-content\/uploads\/2014\/06\/th-10.jpeg\" alt=\"th-10\" width=\"300\" height=\"225\" \/><\/p>\n<p>The Radical Independence Campaign has been growing from strength to strength. Beyond the official national SNP front \u2018Yes\u2019 organisation there are many independent campaigns. People are developing a real thirst for political engagement. This will not be sated by putting an \u2018X\u2019 on a referendum ballot on September 18th. People are looking for a new Scotland in a better world.<\/p>\n<p><!--more--><\/p>\n<p>Yet, in the event of a victory on September 18th, the SNP will close down the official \u2018Yes\u2019 campaign, just like Barack Obama closed down the \u2018Yes We Can\u2019 campaign, when he was elected President in 2008. The corporate suits came out of the closet and began the process of rebranding US imperialism.<\/p>\n<p>The SNP government\u2019s own \u2018Independence-Lite \u2019 proposals already accept the monarchy (and hence long arm of the Crown Powers), sterling (and hence economic rule by the City of London), and Scottish armed forces subordinate to the British High Command and NATO. They want to offer the global corporations discount taxes, highlighted already by their fawning before tax-evader, Amazon. SNP government minister, Michael Russell calls this \u201cindependence within the Union\u201d; Jim McColl, CEO of Scottish Blowers terms it a \u201cmanagerial buy-out\u201d. This is just another rebranding exercise, because the SNP leadership represents the interests of a wannabe Scottish ruling class.<\/p>\n<p>To lower our sights and to achieve the SNP government\u2019s own limited aims, they will fall back on their 2011 Holyrood mandate, under the UK state\u2019s 1998 Scotland Act. They want to invite unionist MSPs and other significant Scottish establishment figures into their team to conduct the negotiations with Westminster.<\/p>\n<p>The people of Scotland will be locked out of this process. The negotiations will be conducted in secret. Secret protocols can not be ruled out either. The UK Crown Powers ensure that significant aspects of the British state lie beyond even Westminster scrutiny. Senior military figures are already planning how to remove Faslane from any Scottish jurisdiction in the event of a \u2018Yes\u2019 vote. Salmond, far from challenging all this, is eulogistic in his support of the Crown.<\/p>\n<p>Therefore, the decision of RIC to have a discussion on \u2018What happens after September 18th\u2019 is very significant. A \u2018Yes\u2019 vote is not a mere negotiating ploy, nor an indicative ballot, to be disposed of by the SNP government as it sees fit. It is an expression of opposition to the anti-democratic principle of the Crown in Westminster, and a democratic assertion of the \u2018sovereignty of the people\u2019.<\/p>\n<p>This means the independence negotiations need to be held not \u2018in camera\u2019 but on camera. The SNP government\u2019s constituent assembly, proposed in their White Paper, should be elected, and preceded by the widest involvement of people in popular assemblies throughout Scotland.<\/p>\n<p>Within two weeks of a \u2018Yes\u2019 vote, RIC should invite people from the many campaigns to a special conference. The aim should be to win bigger support than we achieved for the two successful RIC conferences in 2012 and 2013. Thus RIC would place itself in the foreground of those wanting to exercise the sovereignty of the people in practice. This is the only way that the radical vision RIC and many other people uphold can come to fruition.<\/p>\n<hr \/>\n<h2>2. SUPPORT THE STRUGGLE FOR REAL SELF-DETERMINATION IN A SCOTTISH DEMOCRATIC, SECULAR AND SOCIAL REPUBLIC<\/h2>\n<p>The RCN is putting forward the following points for discussion. Many others will have their own proposals, which we welcome. RIC groups, with the help of other campaigning organisations, can become the focus of a wider debate. This could lead to creating the organisation\/s and actions needed to bring about the Scotland and world we want to achieve.<\/p>\n<h3>Democracy<\/h3>\n<p>While the SNP government currently only supports the ending of Westminster control over law making in Scotland, and continues to support the wider UK and the British monarchy, we call for:<\/p>\n<ul>\n<li>The break-up of the UK and opposition to the Crown Powers<\/li>\n<\/ul>\n<h3>The Constitution<\/h3>\n<p>While the SNP government says they will enter into negotiations with the UK government, alongside MSPs from the Scottish unionist parties, about a constitutional framework for Scotland, we call for:<\/p>\n<ul>\n<li>No secret negotiations with the UK state over Scottish self-determination<\/li>\n<li>The election of a Scottish Constituent Assembly to decide its own constitution and relationships with other states<\/li>\n<li>A Scottish democratic, secular and social republic<\/li>\n<li>A single chamber assembly elected by proportional representation<\/li>\n<\/ul>\n<h3>Local democracy<\/h3>\n<p>The SNP government has no proposals to increase local democracy. We call for:<\/p>\n<ul>\n<li>The maximum autonomy of Local Authorities, supported by nationally provided resources to ensure equality of service provision<\/li>\n<li>Support for increased communal ownership of land and economic facilities to encourage diversified local development<\/li>\n<\/ul>\n<h3>International<\/h3>\n<p>While the SNP government wants to remain part of NATO and the current unreformed EU, we call for:<\/p>\n<ul>\n<li>Ending Scottish participation in the British Military High Command<\/li>\n<li>A break with NATO<\/li>\n<li>The closure of Faslane and other nuclear military facilities in Scotland<\/li>\n<li>The return of all Scottish armed forces deployed outside Scotland<\/li>\n<li>The ending of the bureaucratic, bankers and corporate EU and the creation of a new democratic federal Europe with entrenched workers\u2019 rights<\/li>\n<\/ul>\n<h3>Economy<\/h3>\n<p>The SNP government calls for lower taxation on corporate business and retaining sterling. We call for:<\/p>\n<ul>\n<li>Ending the City of London\u2019s control over finance in Scotland<\/li>\n<li>No public liability for private banks<\/li>\n<li>For the creation of a publicly owned bank, with deposits guaranteed<\/li>\n<li>For the provision of banking and Credit Union facilities in publicly owned Post Offices<\/li>\n<li>The Crown Estates to be transferred to public ownership<\/li>\n<\/ul>\n<h3>Workers\u2019 rights<\/h3>\n<p>While the SNP government currently call for the abolition of the \u2018bedroom tax\u2019 and a minimum wage tied to the cost of living index, we need to go well beyond this. We call for:<\/p>\n<ul>\n<li>The scrapping of the Anti-Trade Union Laws \u2013 Workers in all workplaces to have the right to organise, negotiate and have elected representatives on workplace councils<\/li>\n<li>Public welfare provision on the grounds of need<\/li>\n<li>The right to appropriate housing built to proper building standards<\/li>\n<\/ul>\n<h3>Migrant worker and asylum seeker rights<\/h3>\n<p>Whilst the SNP government has a better record than the unionist parties, Labour included, in wanting migrant workers in Scotland, their vision is based on meeting business labour requirements and increasing the tax intake to finance an ageing population, not meeting migrant workers and asylum seekers needs. We call for:<\/p>\n<ul>\n<li>The end of the criminalisation of migrant workers and asylum seekers<\/li>\n<li>The speedy processing of asylum seekers<\/li>\n<li>The closure of Dungavel detention centre<\/li>\n<li>The right of asylum seekers to work<\/li>\n<li>Rapid naturalisation procedures for all those wishing to become a citizen of Scotland<\/li>\n<\/ul>\n<h3>Education<\/h3>\n<p>While the SNP government remains committed to no fees for university education, we call for:<\/p>\n<ul>\n<li>Free educational provision from Nursery to Higher levels<\/li>\n<li>For complete separation between the state and religion<\/li>\n<li>Support for secular education, no state backing for religious schools<\/li>\n<\/ul>\n<h3>Women\u2019s rights<\/h3>\n<p>While the SNP government calls for improved nursery provision, we call for:<\/p>\n<ul>\n<li>Guaranteed free nursery provision for all those who require it<\/li>\n<li>Equal pay through upward assimilation<\/li>\n<li>Support for a Woman\u2019s Right to Choose<\/li>\n<li>Public provision of Women\u2019s Refuges and Rape Crisis Centres on the grounds of need<\/li>\n<\/ul>\n<h3>Energy<\/h3>\n<p>The SNP government\u2019s commitment to green energy is good but the policies to achieve this, under a capitalist framework, will not deliver. We call for:<\/p>\n<ul>\n<li>An integrated public provision of energy<\/li>\n<li>Scrap the subsidies and tax breaks for private energy suppliers<\/li>\n<li>For public research and experimental projects to help move towards less environmentally damaging energy provision Self determination allied to democratic control can unlock the potential of the Scottish people and, by their example, unlock the potential of all the peoples of these islands.<\/li>\n<\/ul>\n<hr \/>\n<h2>3. WINNING INTERNATIONALIST ALLIES IN IRELAND<\/h2>\n<p>\u201cRIC agrees to support the citizens initiative all-Ireland referendum campaign for a united Ireland being organised by the 1916 Society.\u201d &#8211; Edinburgh RIC proposal<\/p>\n<p>From its national launch in 2012, the Radical Independence Campaign has seen the issue of Scottish independence as a democratic issue in a wider UK and European context. There were speakers from several countries, including Catalunya, Euskadi, England and Ireland at our two national conferences.<\/p>\n<p>RIC is not a Scottish nationalist but a Scottish internationalist campaign.<\/p>\n<p>Jonathan Shafi, RIC national organiser, addressed a conference of the Popular Unity Candidates (CUP), the radical Left party in Catalunya in April. Liam O\u2019Hare, leading RIC activist, now based in Glasgow, addressed the <a href=\"http:\/\/republicancommunist.org\/blog\/2013\/12\/10\/report-of-the-james-connolly-society-conference-12-10-13-in-edinburgh\/\">James Connolly Society conference in Edinburgh last October<\/a>.<\/p>\n<p>At an Edinburgh RIC branch meeting held on 14.4.14, James Slaven from the James Connolly Society (JCS) and Queralt Badia from CUP, spoke on <em>The Impact of the Scottish Independence referendum on Ireland and Catalunya<\/em>.<\/p>\n<p>In Scotland, the UK\u00a0state is allowing a referendum on Scottish self determination on September 18th, because the SNP government is prepared to accept its conduct under Westminster rules (with the anti-democratic Crown Powers being wielded behind the scenes). It has also given an undertaking to do all it can to ensure that Scotland remains part of the UK, militarily subject to British High Command and NATO and to the City of London.<\/p>\n<p>However, in Catalunya and Ireland, the Spanish and UK\/ \u201826 counties\u2019 Irish states are so opposed to any exercise of self-determination, that moves to hold such a referendum are considered unconstitutional and illegal.<\/p>\n<p>To counter this, the JCS is giving its support to the all-Ireland referendum campaign for a united Ireland being organised by the 1916 Society. This is not a demand to be made on the existing states but a campaign for citizens initiative referendum.<\/p>\n<p>Like RIC, this is a non-party campaign, supported by republicans and others seeking the support of the most exploited and oppressed in society. Office bearers can only remain in place for a maximum of three years.<\/p>\n<p>The 1916 Society rejects current situation in the \u2018Six Counties\u2019, where sectarianism is institutionalised. The Unionists are currently trying to restore their supremacy, pushed and backed by Loyalist paramilitaries and street gangs. Tory, Northern Irish Secretary Theresa Villiers has backed the Unionists, by signaling the end of any further public enquiries into the murderous role of the British army, RIC and RUC in \u2018The Troubles\u2019, to concentrate solely on the activities of Irish republicans\u2019. The arrest of Gerry Adams was part of this strategy.<\/p>\n<h3>An all-Ireland campaign<\/h3>\n<p>However, the 1916 Society is an all-Ireland campaign. They do not support the dead-end militarism of dissident republicans. Instead they want to build support for a citizens\u2019 initiative referendum on both sides of the border. They relate this to the issues of austerity, government and business corruption, and the plight of women, gays and migrants in Ireland. They oppose the role of the DUP\/Sinn Fein and Fine Gael\/Labour coalition governments in attacking the working class in both parts of partitioned Ireland. Thus, they see their campaign for a united Ireland, based on a radical economic and social alternative, in similar terms to RIC\u2019s campaign for in Scotland.<\/p>\n<p>After circulating all Edinburgh RIC contacts with the motion above, this was passed at the branch meeting on 14.4.14 by 27 votes for, 0 against and 5 abstentions.<\/p>\n<p>In the spirit of Scottish internationalism the Edinburgh branch is seeking the support of the RIC National Forum for JCS backed, 1916 Societies initiative.<\/p>\n<p>Also see<\/p>\n<p><a href=\"http:\/\/republicancommunist.org\/blog\/2014\/04\/01\/lets-all-end-our-abusive-relationship-with-the-uk-state\/\">RCN RIC National Forum Special Bulletin, March, 2014<\/a><\/p>\n<p>and<\/p>\n<p><a href=\"http:\/\/republicancommunist.org\/blog\/2012\/06\/16\/republican-socialists-and-the-diamond-jubilee\/\">http:\/\/republicancommunist.org\/blog\/2012\/06\/16\/republican-socialists-and-the-diamond-jubilee\/<\/a><\/p>\n<hr \/>\n<p>Edinburgh RIC branch proposals agreed at May 17<sup>th<\/sup>\u00a0RIC National Forum<\/p>\n<h2>AFTER A \u2018YES\u2019 VOTE ON SEPTEMBER 18th<\/h2>\n<h3>Organisation after September 18<sup>th<\/sup><\/h3>\n<ol>\n<li>A \u2018Yes\u2019 vote on September 18<sup>th<\/sup> represents an expression of \u2018the sovereignty of the people\u2019. Political arrangements based under the Westminster principle of the sovereignty of the Crown in Parliament are no longer valid.<\/li>\n<li>The official \u2018Yes\u2019 campaign will be ended after September 18<sup>th<\/sup>. RIC should aim to bring people together soon as possible after this date. The aim would be a bigger convention than the last two RIC conferences.<\/li>\n<li>Suggested organisations to be involved could include existing local \u2018Yes\u2019 groups, other \u2018Yes\u2019 campaigning organisations, organisations which had not been able to take a \u2018Yes\u2019 position but may now want to become involved in the making of a new Scotland, e.g. trade unions, community organisations, specific campaigns, e.g. disability.<\/li>\n<li>On this basis regular wider forums (people&#8217;s assemblies) would be held in as many areas as possible to influence the negotiating and constitution-making processes.<\/li>\n<\/ol>\n<h3>Negotiations<\/h3>\n<ol>\n<li>There should be a rejection of the idea that the negotiating team with Westminster should be confined to those chosen by the SNP government.<\/li>\n<li>\n<ol>\n<li>One suggestion was a whole new negotiating team should be elected.<\/li>\n<li>An alternative suggestion was that an alternative list of representatives be put \u00a0forward to supplement the SNP government representatives.<\/li>\n<\/ol>\n<\/li>\n<li>The negotiations should be held in public (on camera rather than \u2018in camera\u2019), with the proceedings televised.<\/li>\n<li>There should be a mechanism by which the negotiating team can report to the people of Scotland, whose views should be heard.<\/li>\n<li>There should be some immediate demands, e.g.\n<ol>\n<li>Trident should be switched off immediately<\/li>\n<li>Westminster\u2019s welfare reforms should be scrapped immediately<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<h3>Constitution<\/h3>\n<ol>\n<li>i) One suggestion was that the constituent assembly proposed in the White Paper should be an elected body. ii)An alternative suggestion was that members of the constituent assembly should be drawn by lot, like juries.<\/li>\n<li>The calling of a constituent assembly should be preceded by a mass consultation exercise, which involved people in every community in Scotland.<\/li>\n<li>The aim of this would be to draw up a Charter to form the basis of a new constitution.<\/li>\n<li>\u00a0Various features should be enshrined within the constitution, e.g.i) sovereignty of the people (meaning no monarch in Scotland), ii)energy resources belong to the Scottish people (not under corporate control)<\/li>\n<li style=\"list-style-type: none;\"><\/li>\n<\/ol>\n<h3>Jobs for RIC prior to September 18<sup>th<\/sup><\/h3>\n<ol>\n<li>Should produce a discussion paper (e.g. a shortened version of the paper presented to the Edinburgh branch for wider distribution in RIC).<\/li>\n<li>Should produce a leaflet with the timetable of the processes involved in negotiations and constitution-making for wider distribution to local \u2018Yes\u2019 group and other \u2018Yes\u2019 campaigning organisations, etc.<\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"<p>The RCN produced\u00a0its second \u00a0RIC Special Bulletin in May.
