{"id":16169,"date":"2010-03-25T21:15:45","date_gmt":"2010-03-25T21:15:45","guid":{"rendered":"http:\/\/republicancommunist.org\/blog\/?p=16169"},"modified":"2021-02-19T18:49:24","modified_gmt":"2021-02-19T18:49:24","slug":"independence-referendum","status":"publish","type":"post","link":"http:\/\/republicancommunist.org\/blog\/2010\/03\/25\/independence-referendum\/","title":{"rendered":"Independence Referendum"},"content":{"rendered":"<h2>The Republican Communist Network&#8217;s motion to 2010 <acronym title=\"Scottish Socialist Party\">SSP<\/acronym> Conference<\/h2>\n<h3>Preamble \u2013 not for voting on<\/h3>\n<p>The issue of Scotland\u2019s relationship to the <acronym title=\"United Kingdom\">UK<\/acronym> remains a key political issue, whatever happens to the <acronym title=\"Scottish National Party\">SNP<\/acronym>\u2019s proposed referendum bill at Holyrood. However, the favoured referendum option being advocated by the <acronym title=\"Scottish National Party\">SNP<\/acronym> &#8211; \u2018independence under the Crown\u2019 &#8211; would not offer full political independence, but would leave the British state with extensive Crown Powers to politically interfere in the running of any future Scottish state. Furthermore, there are strong indications that the <acronym title=\"Scottish National Party\">SNP<\/acronym> leadership will make further concessions to <acronym title=\"United States\">US<\/acronym> and British imperial interests (continuation of <acronym title=\"North Atlantic Treaty Organization\">NATO<\/acronym> bases, and even possibly of Trident), in an endeavour to maintain and win over support from sections of the ruling and business classes in Scotland. The <acronym title=\"Scottish National Party\">SNP<\/acronym> has always given strong support to Scottish regiments within the British Army, and its one-time opposition to imperial wars in Kosova and Iraq, is in the process of being jettisoned over Afghanistan.<\/p>\n<p>The <acronym title=\"Scottish National Party\">SNP<\/acronym> has already demonstrated its full acceptance of the British government\u2019s bail-out of the bankers, and its readiness to implement the ensuing public sector cuts, both through Holyrood and the local councils it runs (or jointly runs). The maintenance of the existing capitalist order is its first priority. Its continued overtures to <acronym title=\"United States\">US<\/acronym> corporate capital have been highlighted by the Scottish Government\u2019s capitulation to Donald Trump. The <acronym title=\"Scottish National Party\">SNP<\/acronym> has also shown its willingness to flirt with reaction, particularly in relation to gay rights and abortion.<\/p>\n<p>The British ruling class, at present, has thrown its political weight behind \u2018Devolution-all-round\u2019 to maintain its control over these islands, and views any attempt to break-up the <acronym title=\"United Kingdom\">UK<\/acronym> as being against its fundamental interests. It will therefore resort to whatever powers it needs to ensure the defeat of the <acronym title=\"Scottish National Party\">SNP<\/acronym> proposals. Therefore, the strategy adopted by the <acronym title=\"Scottish National Party\">SNP<\/acronym> to win a referendum and a \u2018Yes\u2019 vote is very unlikely to succeed, even on its own limited terms. Since the <acronym title=\"Scottish National Party\">SNP<\/acronym> is totally unwilling to contest the <acronym title=\"United Kingdom\">UK<\/acronym> state\u2019s Crown Powers (this is the real significance of its newfound open support for the British monarchy), it will be quite unprepared for the type of measures, sanctioned under these powers, which will be used against its proposals.<\/p>\n<p>Those sections of the Scottish business class, which have given support to the <acronym title=\"Scottish National Party\">SNP<\/acronym>, would quite happily settle for \u2018devolution-max\u2019, to increase the power of Scottish business interests, both within Scotland and the current global corporate order.<\/p>\n<p>The two popular front organisations, Independence First (with its petition for a referendum) and the Scottish Constitutional Convention (supporting the <acronym title=\"Scottish National Party\">SNP<\/acronym>\u2019s favoured referendum option), are tied to the <acronym title=\"Scottish National Party\">SNP<\/acronym>\u2019s strategy and to its leadership\u2019s beck and call. Given the <acronym title=\"Scottish National Party\">SNP<\/acronym>\u2019s wholesale political, economic and social retreats, the current <acronym title=\"Scottish National Party\">SNP<\/acronym> initiative is likely to follow in the footsteps of the earlier failed 1979 Scottish devolution referendum.<\/p>\n<p>There is a clear need for a republican socialist alternative, which can win over those who will inevitably be disillusioned by the <acronym title=\"Scottish National Party\">SNP<\/acronym>\u2019s failure to deliver. These are the people who want to support the demand for an independent Scotland because they are anti-unionists, genuine democrats (i.e. republicans) and antiimperialists (i.e. oppose all imperial wars). These are also the people who wish to challenge the current assaults on our jobs, pay, conditions and services by all the mainstream political parties, including the <acronym title=\"Scottish National Party\">SNP<\/acronym>.<\/p>\n<h3>Motion &#8211; for voting on<\/h3>\n<p>This Conference declares its support for the following principles and democratic demands:-<\/p>\n<ul>\n<li>a) its complete opposition to the British Union (<acronym title=\"United Kingdom\">UK<\/acronym>) and British imperialism, its alliance with <acronym title=\"United States\">US<\/acronym> imperialism through <acronym title=\"North Atlantic Treaty Organization\">NATO<\/acronym>, and its continuous wars to defend and extend the existing corporate world order.<\/li>\n<li>b) its complete opposition to all attempts by the British ruling class and the mainstream parties (including the <acronym title=\"Scottish National Party\">SNP<\/acronym>) to offload the costs of the current economic crisis and the bankers\u2019 bail-out on to the working class.<\/li>\n<li>c) the democratic demand of a referendum on Scottish self-determination.<\/li>\n<li>d) a critical \u2018Yes\u2019 to the \u2018independence\u2019 option, if a referendum bill is passed.<\/li>\n<li>e) relaunching the Calton Hill Declaration, with the aim of building a wider campaign for genuine self-determination through the struggle for a democratic, secular republic in Scotland.<\/li>\n<li>f) extending this campaign, on an \u2018internationalism from below\u2019 basis, to England, Wales and Ireland through the Republican Socialist Convention, and also into the European Anti-Capitalist Left.<\/li>\n<li>g) a critical engagement with others campaigning for Scottish independence, highlighting the <acronym title=\"Scottish National Party\">SNP<\/acronym>\u2019s anti-working class nature, continued retreats in the face of imperial and unionist pressure, and its ties to corporate (including finance) capital.<\/li>\n<li>f) producing a pamphlet (or website publication) highlighting the links between the <acronym title=\"Scottish Socialist Party\">SSP<\/acronym>\u2019s \u2018breakup of the <acronym title=\"United Kingdom\">UK<\/acronym> and British Empire\u2019 and its aim of building a society based on \u2018people not profits\u2019 with \u2018citizens not subjects\u2019, in a Scottish Socialist Republic within a European {followed by World} Socialist Federation.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The Republican Communist Network&#8217;s motion to 2010 SSP Conference Preamble \u2013 not for voting on The issue of Scotland\u2019s relationship to the UK remains a key political issue, whatever happens to the SNP\u2019s proposed referendum bill at Holyrood.
