ADDRESS TO THE LEFT UNITY CONFERENCE ON JUNE 24th

Allan Armstrong was delegated at the RISE National Forum held in Edinburgh on 8th April to be its representative at the LUP conference on May 20th. Due to the General Election this was postponed to June 24th. Attached is the full version of the talk he prepared for the conference held in London. In the event, because of time constraints, the oral version was slightly abridged.

ADDRESS TO THE LEFT UNITY CONFERENCE ON JUNE 24th

I would like to thank the LUP for providing me with the time to address your conference as a visiting representative from RISE.

Many of you here today are old enough to remember the heyday of the Scottish Socialist Party (SSP), which had a considerable impact throughout the UK. The SSP united the overwhelming majority of socialists in Scotland and at its height had 6 MSPs. It inspired the Socialist Alliance (SA) in England and Wales. Although the SP and the SWP managed to sabotage the SA the SSP’s downfall was an almost entirely Scottish affair. This can be largely laid at the feet of a certain Tommy Sheridan.

After 2004, socialists in Scotland were very divided. IndyRef1, though, provided an opportunity for socialists to regain political influence. Young socialists, largely unaffected by ‘Tommygate’, initiated the Radical Independence Campaign (RIC) in 2012. This coalition, or united front, brought together, not only many of the previously divided socialists, but the Left in the SNP and the Greens and a majority not involved in any party. JUNE 24th – THE FUKers’ BLACK FRIDAY OR RED FRIDAY FOR A EUROPEAN DEMOCRATIC REVOLUTION?

Allan Armstrong, who first became politically active in 1968, gives his political assessment of the political situation in the aftermath of the June 23d EU referendum.  Allan is on the Editorial Board of Emancipation & Liberation,  a supporter of the Republican Socialist Alliance, the Radical Independence Campaign and, in the ‘Spirit of 68’, a dissident member of the SSP and RISE.

The International Revolutionary Wave from 1968-75, encompassing the world from Vietnam to Paris, was contained. However, a group of socialists helped to put some new life into the possibility of a social order beyond the discredited models of Social Democracy and official Communism. Sadly today, we have one of 1968’s leading proponents, Tariq Ali, in his role as a prominent Lexiter, reacting to the situation created by the EU referendum more in the manner of the French CP in 1968, diverting a potential European Democratic Revolution on to the path of national reformism. Today this can only reinforce the Right across Europe.  However, others of Allan’s generation, including Bernadette Devlin/McAliskey, have seen a very different potential in the current situation.

It is to be hoped that the short-lived International Revolutionary Wave of 2011, encompassing the ‘Arab Spring’ and the Indignados of Greece and Spain, will prove to be a 1905 International Revolutionary Wave-style prelude to a new revolutionary wave. For the moment the 2011 wave has ebbed back to the communities of resistance in Palestine and Kobane, and to the electoralism of Syriza and Podemos.  

Allan’s contribution is based on a talk he gave at the Edinburgh RISE circle on June 28th and has been extended, updated and written in the form of an appeal from a member of the 1968 generation to those of the new young 2011 generation.

DEFINING REPUBLICANISM

Murdo Ritchie’s ‘Promoting Republicanism’ is a very important contribution to something we Republican Socialists need to keep working on until we have a theoretically rigorous and internally-tested critique of the poverty of any socialist analysis that fails to incorporate a full understanding of democracy and republicanism; only when this is in place can we think about breaking through to a position of genuine influence on the Left, let alone wider society outside of Scotland.

I see Murdo’s ‘Promoting Republicanism’ as a key stage in that development – and a very welcome one at that – and my comments, including my attempted development of aspects of what Murdo has written, are put forward in that spirit. What I increasingly find is that the most interesting left thinking in Britain comes from Republican Socialists, which was born out by the impressive quality of discussion at the recent RSA AGM in London; much of what passes as debate within the rest of the British (certainly the English) Left is stale repetition and, within Left Unity, the recycling of stale certainties from past eras in the name of ‘doing politics differently’. Unless we think politics differently, a failed practice will recur.

The advocacy of socialist republicanism has very few precedents in the United Kingdom. While many organisations can make claims to republicanism, in most cases this has been rarely developed and has often seemed like it was added on as an extra to more immediately pressing concerns. It should be no real surprise that an anti-political, economic reductionism (economism), or a separatism that sought an end to London rule, and many other perspectives have used the term emptying it of any real understanding or meaning.

LET’S ALL END OUR ABUSIVE RELATIONSHIP WITH THE UK STATE

Osborne, Alexander and Ball’s ‘Dambuster Strategy’ to roll back the ‘Yes’ vote has highlighted the reality of ‘Scottish self-determination’ under the UK state. In effect, this ‘partnership’ leaves the overwhelming majority of people in Scotland trapped in an abusive relationship. Cameron’s subsequent ‘love-bombing’ reveals the classic behaviour of an abuser – but still represents an ‘apology’ beyond the capabilities of Johann Lamont and Labour in Scotland. Unless, we accept our subordinate part in their ‘order of things’ and bow before with rule of the City of London, and, if necessary, are prepared to die for ‘Britain’, then our currently allotted ‘allowance’ under this relationship will be curtly terminated.

But the UK is not a marriage between just two partners, however unequal. The British ruling class’s Union is designed to maintain their abusive ‘ p o l y g a m o u s ’ relationship with England, Scotland, Wales and Northern Ireland. The UK, being an imperial, unionist and monarchist state, with an established religion, has a whole panoply of powers, both under the Crown and Westminster, with which to promote division between the peoples, and in particular, the working class, living on these islands.

To prevent one ‘partner’, Scotland, from breaking free from this abusive relationship, Tory, Lib-Dem and Labour politicians have fallen over themselves act as mouthpieces for the City and big business. This has highlighted just who is in control. The UK’s longstanding treatment of Ireland should already have provided one warning of the violence the British ruling class can resort to. But isolating one partner, by cynically currying favour with the others, has all been part of their manipulative method, as Scottish people are now finding out.

However, the power of the British ruling class is not unlimited. It depends on the degree of real working class unity that can be achieved – not just within Scotland, but together with our other abused partners in England, Wales and Ireland. More people can see that ‘Better Together’ is part of the shared Tory, Lib-Dem and Labour pro-austerity, pro-war alliance. This will continue whichever party wins the 2015 Westminster General Election.

People outwith Scotland, are beginning to understand that the September 18th referendum is not primarily a vote for a rather timid SNP government, but for constitutional change. This will have far-reaching effects for the continued existence of the UK, and hence for the state which allows the British ruling class to maintain its abusive domination over the working class throughout these islands. We can counter their top-down UK state and British unionist alliance, through our own ‘internationalism from below’ democratic alliance.

This is why the RCN has initiated the following motion passed by Edinburgh RIC, which will be debated at the National Forum on Match 29th in Perth:-

“RIC agrees to provide speakers for events organised by socialist and radical organisations in England, Wales and Ireland where the issue of support for Scottish independence is being discussed.

Therefore, RIC supports the proposal being made by the Republican Socialist Alliance platform to the Left Unity Party that it organises a conference in England around the issue of support for Scottish independence.”

THE REPUBLICAN COMMUNIST NETWORK AND THE RADICAL INDEPENDENCE CAMPAIGN 

The Radical Independence Campaign (RIC) has mobilised a large number of Socialists, Left Greens, Left Nationalists and other Radical Democrats in Scotland. The opportunity to exercise Scottish self-determination is the issue that has brought us together, along with a concern that the SNP government is prepared to settle for something well short of genuine political self-determination.

The possibility of writing a new constitution, reflecting the social needs of the majority of people is a heady prospect. Meetings and street activities have been held all over Scotland. There has been an outpouring of writing, other cultural initiatives and contributions on the social media. Such thinking goes well beyond the usual narrow concerns. It has led to a wide-ranging discussion over exactly what sort of Scotland we want to see, and what sort of wider world we want to live in.
